LLA Wraps Up Community Engagement for World Bank–Backed Solar Project in Buchanan

Buchanan, Grand Bassa County, Liberia — April 24, 2026 The Liberia Land Authority (LLA) has concluded a two-day community engagement exercise in Tay Town, Buchanan District, marking a key step toward the implementation of a World Bank–supported solar energy project in Grand Bassa County.

The exercise, which commenced on April 23, brought together landowners, claimants, and other stakeholders to verify land ownership and promote transparency ahead of the planned Liberia Solar Independent Power Producer (IPP) Project.

Leading the process, Juan Fridrick Martin, Team Lead and Assistant Director in the LLA’s Department of Land Use and Management, instructed individuals with ownership claims to present valid identification and supporting land documents. These included deeds, sale agreements, and other relevant records required for verification.

To ensure credibility and fairness, the verification process was overseen by Alternative Dispute Resolution (ADR) Specialist Josephine Glaydor. Participants were called in individually to submit documentation and take part in brief interviews aimed at accurately capturing land ownership details.

More than 40 individuals presented claims during the exercise; however, only six were able to provide complete documentation. Many others cited difficulties accessing their documents, noting that they were stored abroad, particularly in the United States and other countries.

In response, the LLA extended the verification deadline to Sunday, April 26, allowing additional time for claimants to submit the necessary paperwork.

The exercise was monitored by key stakeholders, including Abu Dehkotee Sanzo of the Liberia Electricity Regulatory Commission and Victor J. Brown from the Grand Bassa County Land Administration, reinforcing transparency in the process.

Speaking at the close of the engagement, Martin urged participants to seek clarity on any concerns and remain actively involved. He also called on stakeholders to attend the next phase of the project, a land survey exercise scheduled to begin on Monday, April 27.

The survey phase will include boundary demarcation and spatial mapping, representing a major milestone toward the rollout of the solar IPP project.

The LLA reaffirmed its commitment to maintaining an inclusive and transparent process, aligned with national land governance standards, as Liberia moves toward strengthening its renewable energy capacity
