The three-day workshop has brought together representatives from key government institutions, development partners, and technical experts to advance dialogue on resilient, sustainable, and risk-sensitive urban development across Liberia.
The workshop aims to strengthen urban planning systems by integrating disaster risk reduction, climate resilience, land-use management, zoning, and sustainable development principles into planning and investment decisions.
Participating institutions include the Ministry of Public Works (MPW), Ministry of Finance and Development Planning (MFDP), Ministry of Local Government (MLG), National Disaster Management Agency (NDMA), Environmental Protection Agency (EPA), Liberia Land Authority (LLA), and other key stakeholders.
Representing the Liberia Land Authority during a high-level panel discussion was Mr. Juan Frederick Martin, LLA-LURP Focal Person and Assistant Director for Environmental Land Management and Research within the Department of Land Use and Management. Mr. Martin participated on behalf of the Chairman of the Liberia Land Authority, who later joined the workshop following prior official commitments.
During the panel session, Mr. Martin underscored the critical role of land administration systems in supporting Liberia’s newly adopted zoning framework. He highlighted the importance of accurate cadastral information, land records, boundary data, ownership records, and spatial planning tools in promoting effective land governance and sustainable urban development.
He emphasized that reliable and accessible land information serves as a cornerstone for informed decision-making, permit review processes, development control, regulatory compliance, and investment planning. Such data, he noted, helps reduce uncertainty, improve transparency, and support coordinated action among government institutions, communities, and private-sector stakeholders.
Discussions throughout the workshop also stressed the need for stronger collaboration among the Ministry of Public Works, Environmental Protection Agency, Ministry of Local Government, Monrovia City Corporation (MCC), and other planning and environmental institutions. Participants agreed that enhanced inter-agency coordination is essential to improving land-use management, advancing sustainable development goals, and strengthening resilience to climate-related and disaster risks.
Mr. Martin’s presentation was well received by participants and stakeholders, who commended the practical perspectives he shared on land governance, zoning implementation, spatial planning, and the integration of accurate land information into urban development processes. He also engaged extensively with attendees during the question-and-answer session, providing valuable insights into the role of land administration in building resilient and well-planned communities.
The workshop, which commenced on June 17, 2026, will conclude on June 19, 2026. Organizers and participants expressed optimism that the outcomes of the dialogue will strengthen institutional collaboration, improve data-sharing mechanisms, enhance technical capacity, and support the implementation of risk-informed urban planning approaches that contribute to safer, more resilient, and economically vibrant cities across Liberia.
