This milestone marks a significant step toward establishing a modern, transparent, and equitable property valuation system in Liberia.
According to the Project Field Supervisor and Assistant Director for the Valuation Division at the LLA, Mr. Charles Kortimai, the ten-days training program is designed to equip enumerators and field officers with the technical expertise required to conduct property identification, enumeration, and data collection. Participants are also receiving technical skills and instruction on ethical standards, community engagement strategies, and the use of digital tools to enhance the accuracy and efficiency of field operations.
He emphasized that strengthening the capacity of data collectors is critical to ensuring the credibility and overall success of the valuation process. Well-trained personnel will be deployed across the six targeted communities in the three counties to gather reliable real property data, which will inform the decision of a standardized and sustainable national valuation framework in an enhance land administration system. As part of training , data collectors will be trained to effectively use the LLA-developed Customerze app for project implementation.
In parallel with the technical training, the LLA has commenced a comprehensive public awareness and sensitization campaign to educate citizens about the purpose and benefits of the project. Through community meetings, stakeholder engagements, and media outreach programs, residents are being encouraged to cooperate with enumerators and to better understand how the new valuation system will contribute to national development.
The Real Property Valuation Project seeks to strengthen land governance, improve property taxation systems, and enhance domestic revenue mobilization. By establishing a fair and uniform property valuation structure, the Government aims to promote transparency, accountability, and sustainable urban and rural development.
Mr. Kortimai noted that the training was officially launched on Friday, February 20, 2026, in Nimba County by the LLA Chairman, Hon. Samuel F. Kpakio, along with members of the Board of Commissioners. He explained that Montserrado, Margibi, and Nimba Counties were selected for the initial phase due to their strategic importance and high population density, with plans underway for a nationwide rollout in subsequent phases.
The LLA reaffirmed its commitment to ensuring that the process remains inclusive, transparent, and beneficial to all Liberians as the country continues modernizing its land administration system.
