LLA and MCC Strengthen Partnership to Safeguard Public Lands in Monrovia

Monrovia, Liberia — January 7, 2026 The Liberia Land Authority (LLA) and the Monrovia City Corporation (MCC) on today Thursday launched a joint collaborative engagement aimed at safeguarding beaches and other public lands within the Monrovia metropolitan area, reaffirming their shared commitment to the protection, proper management, and sustainable use of public spaces for the benefit of all Liberians.

The initiative was formally announced during a joint press conference held at Monrovia City Hall, where LLA Chairman, Hon. Samuel F. Kpakio, underscored the importance of coordinated institutional action in addressing growing challenges affecting public lands, particularly beachfront areas.

According to Chairman Kpakio, the collaboration provides an important opportunity to assess the current condition of public lands and to identify challenges such as encroachment, unauthorized occupation, environmental degradation, and noncompliance with established land-use and zoning regulations.

“Public lands, including beaches, are national assets held in trust for the Liberian people. They must remain accessible, protected, and responsibly managed,” Kpakio said. “Through this joint exercise, the LLA and MCC are strengthening coordination to prevent the misuse and unlawful occupation of public lands, while ensuring that development within the city remains orderly, lawful, and environmentally sound.”

He noted that the initiative complements the Government of Liberia’s ARREST Agenda for Inclusive Development, particularly its emphasis on inter-institutional collaboration as a critical tool for addressing land governance challenges. Kpakio added that findings from the field assessment would guide future policy measures, enforcement actions, and public awareness initiatives, all to be carried out in accordance with the law and with due respect for affected communities.

Monrovia City Mayor John Charuk Siafa also welcomed the collaboration, describing it as a reflection of the shared responsibility of both institutions to protect public lands for present and future generations.

“This initiative demonstrates our commitment to ensuring that public lands are properly managed and sustainably used for the benefit of all Liberians,” Mayor Siafa said.

As part of the exercise, officials from the LLA and MCC conducted a tour of key public land areas across the city. The tour began at the PHP Community Beach, continued through Miami Beach, and concluded along Water Street. During the tour, the team observed conditions on the ground and documented issues related to encroachment, environmental concerns, and zoning violations.

Authorities say the joint engagement marks a significant step toward improving land governance in Monrovia and ensuring that public lands, especially vital coastal areas, are preserved and protected in the national interest.

At the end of the exercise today, both the Chairman of the Liberia Land Authority, Samuel Kpakio, and the Mayor of the Monrovia City Corporation expressed frustration over the conditions observed at the various sites.

In separate comments, they emphasized plans to reclaim the affected areas and transform them in ways that will promote national development and enhance the country’s appeal to tourists. Together, we reaffirm our commitment to promoting equitable land governance, protecting the environment, and ensuring that public lands serve their intended purpose in advancing national development.
