LLA Executive Director Attends Global Land Forum in Colombia, South America.

Monrovia, Liberia — June 20, 2025 — As land continues to serve as a recipe for conflicts which are threatening global, regional, and national peace, the Executive Director of the Liberia Land Authority, Mr. Stanley N. Toe, has left Monrovia and currently attending a seven-day Global Land Forum (GLF) in Bogotá-Colombia, South America.

The GLF is organized by the International Land Coalition (ILC) in collaboration with the National Organizing Committee of over sixty organizations with over one thousand (1,000) participants from around the world, including representatives from People’s Organizations, Civil Society Organizations, local and international NGOs/CSOs, research institutes, multilateral organizations, and representatives from government ministries and agencies.

Among several objectives, the GLF will take a critical look at how just and inclusive land governance and appropriate conflict resolution mechanisms can contribute to sustainable peace and the achievement of SDG 16.

  The high-level Global Land Forum (GLF) also presents a unique platform for land governance and reform experts to exchange ideas, build partnerships, inspire action, and share adaptive strategies and opportunities to overcome land dispossession and injustices suffered by specific groups or as a result of conflict, and as well as focus on discussions that look deep into understanding the dynamics and mechanisms of land governance in post-war or post-conflict contexts.

On Tuesday, June 17, 2025, the LLA Executive Director served as a panelist on a session of the GLF dealing with Land and Agrarian Reform in Support of Stability, Peace, and Reconciliation. On the panel with the LLA Executive Director was H.E Dr. THENG Chan-Sangvar, Secretary of State, and Chairman of the Legal Affairs Commission, Ministry of Land Management, Urban Planning and Construction, Colombia; Hon. Sergio Coronado, Ombudsman for Economic, Social, and cultural Rights, Colombia; Hon. Shirley Abreu, Director of Land Governance, Ministry of Agrarian Development and Family Farming, Brazil; Eng. Saed M.A. Idais, Manager of the Survey Department, Palestinian Land Authority, Hon. Ganesh Prasad Bhatta, Joint Secretary, Ministry of Land Management, Cooperative and Poverty Alleviation, Nepal, and Hon. Julian Felipe Harman, Director of the National Land Agency, Colombia.

During the panel discussion, Executive Director Toe highlighted the key reasons why land reform was prioritized by the Government of Liberia following Liberia’s fourteen-year civil war, and further discussed the policy, legal, and institutional outputs/outcomes of the ongoing reform in the land sector of Liberia. He gave an update on the implementation of the Land Rights Act, particularly progress regarding the customary land formalization (CLF) process and the issuance of statutory deeds to communities that have completed the CLF process.

Mr. Toe also discussed the strategic focus of the current Board of Commissioners of the LLA under the leadership of Chairman Samuel Kpakio and the need for donor support to implement key activities in achieving the broad mandate of the LLA, as well as activities deemed critical by the current LLA Administration.

The LLA Executive Director is also participating in other thematic sessions dealing with different land issues.
