Maryland CLO Launches Awareness Campaign Across Selected Cities:

Maryland County, Liberia — January 26, 2026 As part of ongoing efforts to strengthen land governance and administration in line with its primary mandate, the Liberia Land Authority (LLA), through its Maryland County Land Office, has commenced a wide range of awareness and public education campaigns on the newly approved LLA Policy Handbook across the County.

The rollout brought together key stakeholders and actors, including District and Township Commissioners, Civil Society Organizations, media institutions, and occupants of public lands (squatters), among others.

The initiative aims to ensure a broad understanding, compliance, and effective implementation of the Policy Handbook. The LLA Policy Handbook provides detailed guidelines on the vetting of Tribal Certificates (TCs), the sale and lease of public land, and the issuance of Temporary Occupancy Permits (TOPs). The Maryland County rollout began in Harper City, where a technical team led by the Acting County Land Administrator, Hon. Jonah Wreh Segbe, Jr., engaged stakeholders and land occupants to explain the legal significance of the Policy Handbook and the necessity of adhering to its provisions in promoting effective land governance and administration.

During the stakeholder engagement with squatters in Harper City, the LLA team carefully explained the required processes or steps as enshrined in the Policy Handbook. Thus, informing participants of the need to obtain an Attestation from the Township before proceeding to the LLA office for formal application to obtain the TOP. The team further clarified eligibility criteria and the standardized procedures governing the vetting of Tribal Certificates, as well as the Sale and Lease of public land.

Speaking at the engagement, Hon. Jonah Wreh Segbe, Jr., emphasized the importance of effective coordination and collaboration among all relevant actors and stakeholders to ensure the success of this national policy initiative. He commended participants, particularly the squatters and community actors, for their active participation, constructive questions, and demonstrated commitment to the reform process.

Mr. James Mawolo, speaking on behalf of the Civil Society Network in the county, lauded the LLA Chairman for his commitment to advancing a transformative reform policy. He noted that the initiative supports sustainable peace, improves land service delivery, and strengthens secure land tenure, thereby enhancing sound land governance, administration, and land-use management across the country.

However, in his quest to reinforce the position of previous speakers, Mr. Boniface D. Nyema, Maryland County Coordinator of the Independent National Commission on Human Rights, expressed gratitude to the LLA for undertaking a timely and impactful national initiative aimed at not only strengthening land reform in Maryland County but also addressing land disputes and promoting effective land use. He called on Hon. Segbe and team to take advantage of the radio since it reaches a wider audience.

Meanwhile, Harper District Commissioner Hon. Napoleon Brown praised the LLA Maryland County Land Office for its reform agenda. He noted significant land reforms under Hon. Jonah Wreh Segbe, Jr., as County Land Administrator, highlighting improvements in policy implementation and stakeholder coordination. Brown encouraged Hon. Segbe and his team to continue advancing effective land governance and management in Maryland County.

Thus, emphasizing the need to use radio to disseminate information and education on the new family of deeds and relevant information as enshrined in the Policy Handbook.

However, in his final remarks, Hon. Jonah Wreh Segbe, Jr., assured stakeholders and the public that the LLA CLO in the county is working to launch a radio program to help inform a wide range of communities, reaching rural communities where the team cannot go. He further stated that the campaign will continue in Pleebo City and Karluway City in the coming days.
