Update: Stakeholders Praise LLA for reform in Maryland County

Monrovia, Liberia – November 27, 2025 Key stakeholders in Maryland County have praised the LLA for its operational reforms. The statement came as the LLA Chairman Hon. Samuel F. Kpakio, is implementing strategic measures to strengthen land governance, enhance service delivery, and improve land tenure security across the LLA County Land Offices (CLOs) nationwide.

The LLA launch followed the national opening ceremony held on Wednesday at the Ellen Johnson Sirleaf Ministerial Complex under the theme: “Unite to End Violence: Protecting All Women and Children in Our Communities and Digital Space.” Aligning with the national focus, the LLA introduced its sectoral theme: “Promoting Women’s Land Rights to End Gender-Based Violence.”

On November 11, 2025, the LLA inducted Mr Jonah Wreh Segbe, Jr., as Acting County Land Administrator for Maryland County, replacing Mr Robert Moore. An induction that many stakeholders see as a new dawn for land governance and land administration in the county. Since he assumed office, Mr Segbe has rolled out a series of strategic engagements aimed at strengthening collaboration with key stakeholders and line ministries and agencies, including the Circuit and Magisterial Courts, the office of the Superintendent and County Attorney, Security agencies, CSOs, and Women and Youth groups, and the public via radio engagements. A step designed to enhance coordination, reinforce institutional cooperation, and promote transparent and efficient land administration in the County.

To kick-start operations, Mr Segbe held a one-day meeting with private and government-licensed land surveyors on November 18, 2025. The focus of the meeting was to introduce the new leadership, strengthen collaboration among stakeholders, authenticate and verify licensed surveyors to prevent unauthorized surveying activities, and enhance the knowledge and understanding of surveyors regarding key provisions in the Land Law Act (LLA), the Land Rights Act, the Act Against Criminal Conveyance of Land, the 2019 Survey Regulation, and other relevant legal land policies and guidelines.

The meeting further highlighted the LLA Maryland County office's concerns about minimising illegal land sales and surveys, preventing double sales of land, reducing land disputes and conflicts, and developing a standardised billing template for accurate land information for clients.

The surveyors expressed gratitude to the LLA for a “timely and capacity-building engagement” that reinforced their responsibilities under the 2019 Surveyor Regulation and the Act Against Criminal Conveyance of Land (2014). They further expressed their commitment to working collaboratively with the LLA's new leadership in the spirit of collectiveness, honesty and accountability. Thus praising the office for sharing copies of relevant land laws, policies, guidelines and regulations with them.

Meanwhile, on November 21, 2025, Mr Segbe in collaboration with the office of the County Attorney held meeting with key stakeholders, including county officials, human rights organisations, civil society groups, the Office of Persons with Disabilities (PWDs), the Environmental Protection Agency (EPA), the Liberia National Police (LNP), the Liberia Immigration Service (LIS), and the NFL.

The meeting, which was in accordance with Article 8.1 (a, b, and o) of the Land Authority Act (LLA) and Articles 3 and 9 of the Land Rights Act, was chaired and co-chaired by Mr Segbe and Cllr. Whiegar, County Attorney, Maryland County.

The meeting focused on strengthening inter-agency collaboration and renewing calls for the acceptance of the new approved and signed Fee Regime and services under the LLA. Mr Segbe provided updates on the LLA Policy Handbook, particularly regarding the Temporary Occupancy Permit (TOP), the administration of public land, and the vetting and validation of Tribal Certificates.

Cllr. Whiegar, for his part, emphasised the importance of collaboration between the LLA and EPA on wetland management. He further stated that LLA and Liberia Revenue Authority must work together to ensure the newly approved Fee Regime is enforced. He expressed his commitment to working with the LLA office and called for a unified approach between line ministries and agencies. The County Attorney praised the beautiful innovation and transformative ideas coming from a young and well-trained County Land Administrator.

"Everybody wants change. Yet, not everyone is ready to accept change. The road won't be that easy. But again, you must stand stronger to uphold the integrity of the office you now occupy. Some will embrace the change. Yet, there are some who will reject it. Which ever way, it should never stop you from doing what is right," he added.

Cllr. Whiegar further expressed confidence and hope for a new dawn of leadership in the county. A hope, he said, in the interest of ordinary Marylanders.

However, representatives from various organisations, including Township Commissioners and media institutions described the meeting as unprecedented and praised the LLA Chairman for his leadership change, viewing it as beneficial for Marylanders. Attendees received copies of the Land Rights Act, LLA Act, Act Against Criminal Conveyance of Land, the Approved Policy Handbook, the 2025 Licensed and Registered Surveyors Listing, and the updated fees structure.
