The initiative brought together technical experts and policymakers within the Department of Land Use and Management (LUM) to review and refine key regulatory instruments that guide land administration and use nationwide. The session focused on three core frameworks: the Temporary Occupancy Permit (TOP), the National Land Use and Management Guidelines, and surface land use procedures and permitting for concession areas.
The tour is a continuation of Chairman Kpakio’s nationwide county engagement program designed to enhance coordination and collaboration between the Liberia Land Authority, county administrations, local stakeholders, and community residents on critical land-related issues. The latest mission follows a previous six-county tour that took the Chairman and his team to Nimba, Grand Gedeh, River Gee, Maryland, Grand Kru, and Sinoe Counties.
According to the LLA, the four-county engagement seeks to deepen cooperation among local authorities, traditional leaders, judicial actors, civil society stakeholders, and citizens to address persistent land governance challenges and improve land administration services at the county level. The visit will also create an opportunity for direct interaction with communities on issues relating to land ownership, dispute resolution, customary land rights, and lawful land management practices.
The delegation accompanying Chairman Kpakio includes Hon. Uriah Garsinii, Commissioner of Land Use and Management; LLA Comptroller Mr. Clarence G. Torgbe; Madam Josephine Benson, Deed and Title Register; Head of Public Relations Mr. Kweshie Tetteh; Consultant Mr. Jeff Cooper; County Coordinator Mr. Eric W. Banney; and several other technical staff members of the Authority.
Speaking ahead of the tour, the Director for Administration and Acting Executive Director of the LLA, Mr. Varney A. Sheriff, stated that the mission aligns with the Liberia Land Authority Act of 2016, which mandates the institution to develop policies, implement programs, and support effective land governance throughout the country.
Mr. Sheriff referenced Article 7.1 of the Act, which empowers the Authority to continuously develop and implement programs supporting land administration and management, as well as Article 8.1(c), which authorizes the LLA to adjudicate disputes arising from systematic land registration processes that remain unresolved through mediation.
He further disclosed that a series of stakeholders’ meetings has already been arranged across the targeted counties to facilitate the Chairman’s engagements. These meetings are expected to involve county superintendents, commissioners, city mayors, circuit court officials, traditional leaders, elders, and management teams of county LLA offices.
During the engagement tour, county officials of the Liberia Land Authority will present updates on their operational activities, achievements, ongoing initiatives, and institutional challenges affecting service delivery. Discussions are expected to focus on identifying practical solutions to improve land administration systems, strengthen public trust in land governance institutions, and foster closer collaboration between national and local authorities.
The LLA also noted that media engagements scheduled during the visit will play a vital role in enhancing public understanding of the Authority’s mandate and promoting peaceful, transparent, and lawful land governance practices across Liberia.
