Distinguished officials of Government, Commissioners and Technical Staff of the Liberia Land Authority, representatives of the Liberia Revenue Authority, the Office of the Superintendent of Nimba County, local government authorities, our valued development partners, members of the press, and especially our dedicated data collectors gathered here today:

The rollout brought together key stakeholders and actors, including District and Township Commissioners, Civil Society Organizations, media institutions, and occupants of public lands (squatters), among others.

Good morning, today marks a significant milestone in Liberia’s journey to strengthen land governance, enhance transparency, and modernize our Real Property Valuation systems. It is with great pride and a deep sense of responsibility that we gather to officially launch the Real Property Valuation Data Collector Training here in Nimba County.

At this juncture, I wish to extend special appreciation to the Government of His Excellency President Joseph N. Boakai for the steadfast support provided through the Public Sector Investment Program (PSIP). This reform initiative would not have been possible without the Government’s firm commitment to institutional strengthening, digital transformation, and improved domestic resource mobilization.

The support under the PSIP demonstrates a clear national resolve to modernize public administration and improve service delivery for all Liberians. This initiative represents more than the introduction of new technology. It represents reform. It represents accountability. It represents progress in the land sector.

The Liberia Land Authority, in close collaboration with the Liberia Revenue Authority and our local government partners, has introduced a Real Property Valuation Software and Mobile Application designed to modernize Liberia’s property valuation system. For far too long, property valuation processes have relied on manual systems that are time-consuming, fragmented, and inefficient. Today, we turn a new page.

Through this digital platform, we are improving how properties are identified, mapped, assessed, coded, and managed. This system will strengthen domestic revenue mobilization, enhance transparency, reduce disputes, and ultimately improve service delivery to the Liberian people. But let me be clear: technology alone does not create transformation. People do.

That is why this training is so critical. You, the data collectors, are the backbone of this reform. You will be in the communities, on the streets, engaging property owners, collecting accurate data, and ensuring that the information entered into the system reflects the reality on the ground.

Your integrity, professionalism, and commitment will determine the credibility of this entire process. Likewise, the role of our local authorities—Township Commissioners, City Mayors, the Superintendent’s Office, traditional leaders, the LLA Awareness Team, and other county stakeholders—is equally vital. Your leadership will ensure community awareness, facilitate access, help resolve disputes, and build the trust necessary for successful implementation. Strong local buy-in is not optional; it is essential.

This is why structured, in-person stakeholder engagement meetings will be conducted not only here in Nimba, but also in Montserrado and Margibi Counties. These engagements will ensure alignment, coordination, and shared ownership of the reform process at every level.

As we roll out this Real Property Valuation system, we are laying the foundation for fair and reasonable property assessments and a more just tax system—one in which property owners contribute appropriately based on transparent and standardized valuation methods.

Increased and properly managed revenue means improved roads, better schools, stronger health systems, and enhanced public services for our citizens.

Let this launch in Nimba County send a clear message:

  • Liberia is embracing innovation.
  • Liberia is strengthening governance.
  • Liberia is building systems that will endure.

To our trainees, I encourage you to approach this responsibility with seriousness and pride. To our local leaders, I urge your continued collaboration and support. And to our partners, we thank you for your unwavering commitment to institutional strengthening and national development.

Together, we will build a modern, credible, and efficient Real Property Tax system that serves the people of Liberia.
