LLA Chairman Urges Government to Boost Land Sector Budget

Monrovia, Liberia — September 26, 2025 Ganta, Nimba County – The Chairman of the Liberia Land Authority (LLA), Mr. Samuel F. Kpakio, has called on the Government of Liberia to significantly increase budgetary support to the land sector to address persistent institutional and operational challenges.

Chairman Kpakio made the appeal during a high-level ceremony held in Ganta, Nimba County, where official land deeds were presented to 23 customary communities across three counties (Nimba, Grand Cape Mount and Bomi). The event marked a major milestone in ongoing efforts to strengthen land governance and secure land tenure for local communities.

In his remarks, Chairman Kpakio outlined the critical challenges hampering the work of the LLA, including limited staffing, low compensation for employees, and a lack of essential logistical and technical resources. He emphasized that adequate investment is essential for the Authority to fulfill its mandate of regulating and managing land resources across Liberia.

“The land sector is facing serious difficulties, and without proper investment, it will be difficult to meet the demands and responsibilities placed on the Liberia Land Authority,” he said.

On behalf of the Board of Commissioners, Mr. Kpakio expressed heartfelt gratitude to the United Nations Development Programme (UNDP) Peacebuilding Fund for its consistent support to the LLA. He also acknowledged the valuable contributions of the Government of Sweden and other international development partners for their continued commitment to land governance reforms in Liberia.

The LLA Chairman further extended thanks to the Minister of Internal Affairs, Hon. Francis Nyumalin, and other senior government officials and dignitaries who attended the event. Special recognition was given to former LLA Chairman, Hon. Atty. J. Adams Manobah, for his leadership and presence at the occasion.

Chairman Kpakio also used the opportunity to commend his fellow Commissioners and the dedicated technical team whose efforts were instrumental to the success of the project.

The ceremony was attended by key LLA officials, including Vice-Chairperson Hon. Joe Williams; Dr. Mahmoud Solomon, Commissioner for Land Administration; Commissioner Uriah Garsinii, responsible for Land Use and Management; and Executive Director Hon. Stanley Toe.
